Victory for Neighbourhood Plan as plans for  300 homes refused

Melksham’s newly adopted Neighbourhood Plan has scored an early victory after plans for 300 homes at Snarlton Farm in Melksham East were refused – just one day after the plan was formally adopted.

The housing site was not one of those allocated for development in the Joint Melksham Neighbourhood Plan, which was recently adopted following a community referendum on 31st July where 89% voted in favour. The plan is intended to guide local development and protect the area from speculative housing proposals.

The plan was adopted on Monday 4th August and faced its first major test the very next day, when plans for 300 homes, submitted by Catesby Estates, came before Wiltshire Council’s Strategic Planning Committee.

Speaking after the meeting, Cllr David Pafford Chair of Melksham Neighbourhood Plan Steering Group and Vice Chair of Melksham Without Parish Council said, “This is a great day for the Melksham Neighbourhood Plan and a validation of all the hard work undertaken. We are really pleased that this speculative development was refused today.”

At the meeting on Tuesday 5th August, Wiltshire Council officers controversially recommended the plan for the homes be approved, prompting strong criticism from councillors who raised serious concerns that this would undermine the newly adopted Neighbourhood Plan.

Responding to the officer advice, Cllr Nick Holder said, “It’s massively disappointing as the local member to be told that the Melksham Area Neighbourhood Plan carries no weight. What is the point of the referendum? What is the point of the statement coming from Wiltshire Council yesterday confirming that the Neighbourhood Plan is ‘made’, only to be told less than 48 hours later it carries no weight in planningdecisions? It drives a cart and horses through our plan. We have to represent our electorate.”

Cllr Nigel White said, “I would question the whole purpose of having a Neighbourhood Plan if we are going to ignore it.”

The development proposed up to 300 houses, land for local community use or building, public open space and a park. However, the site was not allocated for housing in either the Joint Melksham Neighbourhood Plan or Wiltshire Council’s emerging Local Plan.

One of the key issues discussed was Wiltshire’s current housing land supply, which stands at just 2.42 years – well below the government’s recommended five-year target. One of the reasons officers recommended approval of the application was this shortfall in land supply across the county. Some councillors expressed frustration over how this is impacting local decision-making.

Cllr Chris Brautigam asked, “If our land supply was over five years, would we be sitting here today? We are now in a situation where it is pointless us all being here.”

The meeting also heard from Cllr David Pafford and Melksham Without Parish Council’s clerk, Teresa Strange, along with a representative from developer Catesby Estates.

While councillors discussed deferring the decision, they ultimately voted to reject the application. One of the main reasons given was that the development conflicted with the Neighbourhood Plan, and its benefits did not outweigh that conflict.

The developer now has the option to appeal the decision, in which case the final outcome would be decided by the independent Planning Inspectorate.

Cllr David Pafford added, “We think it may be used as a test case in the future for the validity of Neighbourhood Plans if the developer chooses to appeal, but we’re glad Wiltshire Council recognised the value of the Melksham Neighbourhood Plan in their decision making this morning.

“A huge thank you to everyone who voted for the plan last week. Several committee members made the point that the Melksham community had spoken on Thursday at the referendum and their view should not be ignored.”

He also praised Wiltshire councillor Nick Holder for his continued support, and highlighted another recent success for the plan, with a separate application for 70 homes at Woodrow Road also refused due to conflict with the Neighbourhood Plan.

  • Over-55s disco, open mic and quiz among August events

There is a busy August ahead at Melksham Cons Club

An afternoon disco for the over-55s, an Open Mic Night and quiz night are all planned, alongside their weekly Wednesday poker nights.

The afternoon disco for the over-55s will take place on Friday 14th August from 1pm to 3pm, featuring music from the 60s, 70s and 80s. Organisers are promising an afternoon of “great music, dancing and fun”. Entry costs £2.50 and non-members are welcome, as they are at all events.

The club’s Open Mic Night returns on Saturday 22nd August, giving performers the chance to showcase their talents in front of a live audience.

  • Men’s walk to shine light on mental health

Men across Melksham are being invited to join a free community walk and evening of talks aimed at raising awareness of men’s mental health and wellbeing.

Step Forward will take place on Wednesday 23rd September from 6.30pm to 8.30pm as part of Melksham’s Sham Jam Festival.

The 5km walk will start at Melksham Assembly Hall, pass through the town and finish at King George V Playing Field for free food and a series of ‘inspiring’ talks.

Participants will hear from guest speakers Andy MacKenzie, founder of Dare to Become, and Ryan Hartley, creator of Always Better Than Yesterday. Through their work and personal experiences, both speakers encourage men to embrace vulnerability, build resilience and take positive steps towards better mental health.

  • Weekly events at Melksham Library

A full programme of free events, crafts and activities is being held at Melksham Library throughout the summer.

There is also a series of free one-off special events at the library to keep children entertained. 

Weekly events include board games every Monday from 2pm to 4pm; baby rhyme time on Tuesdays from 11am to 11.30am; drop-in brick creators’ club from 2pm to 4pm; toddler rhyme time from 11am to 11.30am every Thursday; colouring drop-in from 2pm to 4pm every Friday; and a brick creators’ club from 2pm to 4pm on Saturdays.

  • Domestic abuser who assaulted Melksham woman jailed

A man who assaulted his partner, a woman in her 30s from Melksham, has been jailed for 19 months after admitting two assaults. Billy Conners, 26, formerly of Castle Road, Salisbury, appeared at Salisbury Crown Court on 27th July after pleading guilty to two counts of assault. 

He was jailed for 19 months. 

A spokesperson for Wiltshire Police said, “In April, we received a call from the victim, a woman in her 30s from Melksham, reporting that she had been assaulted by Conners on multiple occasions, with whom she had been in a relationship with for only two months. 

“On 30th March, Conners assaulted the victim by biting her and spitting on her, as well as repeatedly calling her derogatory names. Two days later, Conners accused the victim of messaging other people and pushed her to the floor. 

“On April 2nd, Conners assaulted the victim again, kicking her to the head after pushing her to the floor, punched her in the ribs and face and again spat in her face.

  • Melksham charity launches £50,000 appeal to replace ageing bus

A transport charity which has been supporting residents for 30 years has launched a £50,000 appeal to replace one of its ageing buses.

Melksham Area Community Transport helps elderly residents get to the shops, children travel to school and community groups attend activities, providing accessible transport for those who struggle to use conventional public transport.

The charity launched the fundraiser earlier this month after one of its buses, which is 20 years old, reached the end of its working life.

With a fleet of six buses, the charity runs shopper buses taking residents to Devizes, Trowbridge and Chippenham on certain days, provides transport for schools, care homes, social clubs and community organisations, and operates daily school buses.

  • Play cafe thrives in heart of Melksham

An interactive play cafe in Melksham is celebrating its first six months after creating a popular space for children and parents to learn through play.

Mighty Minis Play Cafe, at Avonside, features themed role-play zones including a medical centre, theatre, construction area and salon.

It was created by three local mums – Sarah Hodges, Lisa Hargreaves and Ali Turrell – who saw a gap in Melksham for alternative facilities for children and parents.

Since opening in December, co-director Ali said there has been a real “community feel” about the space, with new children and parents continuing to visit alongside regulars who attend every week.

“Everyone has been really positive and really responsive,” said Ali. “There was clearly a need for it, which is lovely. It was something that we wanted to do for a long time.”

  • Assembly Hall attracts household names to Melksham

A new wave of nationally recognised acts are set to appear at Melksham Assembly Hall as the venue expands its entertainment programme while continuing to host community events. 

The venue has strengthened links with promoters under new manager Robert Reay-Waugh, who took over earlier this year, helping secure a programme of household names alongside community events, weddings, parties and local groups. 

Among the performers booked are Toyah, former Sex Pistols frontman John Lydon, comedian Dom Jolly, vocal quartet G4 and folk favourites The Wurzels. 

The venue, in the Market Place, has hosted events since opening in 1847 and has previously welcomed major acts including Status Quo and Thin Lizzy.
