Cheaper parking and new grace period but still no free parking

WILTSHIRE Council leaders have agreed to cut the cost of parking in Melksham and introduce a new 15-minute grace period but the town will still have no free-parking despite several recent campaigns. 

The changes follows a parking review which was the largest ever carried out in the county and looked at changes to fees and the designation of long and short stay car parks, before going out to public consultation for 12 weeks from last October.

Now following that period, council chiefs have announced the changes, to be made in April, will include a new lower rate at three Melksham car parks and a new 15-minute grace period will be introduced at all Wiltshire Council car parks. This means civil enforcement officers will have to wait for 15 minutes after the expiry time of parking before issuing a ticket.

Lower charges will be introduced at King Street, Lowbourne and Union Street. One hour parking at these car parks will now be 30p compared to the current rate of 40p, while two-hours parking will be £1; down from £1.10 and three-hours parking will be £1.80; down from £2. A new day rate of £4.50 will also be charged, down from the current charge of £5.60.

No changes will be made to the cost of parking at Church Street with prices remaining at the current rate.

Bath Road car park is under review as Wiltshire Council explores the possibility of removing the car park due to the low numbers who use it. A recent study found it is only 10% occupied on average.

Parking permits in Melksham will now cost £33 for one month, £99 for three months, £197 for six months and £394 for 12 months.

No free-parking 

Whilst the new lower rates and introduction of a grace period has been welcomed, some have been left disappointed by the lack of free parking, despite several calls for it to be introduced.

A trial one-hour free parking was introduced in Westbury during the review which was a resounding success as the number of people coming to the town increased dramatically. But, Wiltshire Council has decided against introducing one-hour free parking in Melksham or indeed anywhere in Wiltshire.

MP Duncan Hames who had a campaign for one-hour free parking to be introduced in Melksham said, “The new parking strategy may have been approved by the councillors on the Cabinet, but not by the thousands of people who called for an hour’s free parking.”

Whilst Melksham shop owner Sue Tweedie from Upper Cut Clothing said, “Really the town needs one-hour free parking to be able to survive. It is a shame it has not been introduced as clearly many people supported the proposal.

“Shops are struggling in the town and free parking would give the town a big lift.”

Wiltshire Council claim the cost of one-hour free parking being introduced in Melksham would cost them £73,100 a year.

Philip Whitehead, cabinet member for highways said, “Although we wanted to make sure the solution would be cost neutral, we will now actually be putting money in to reduce car parking fees in those car parks that are currently underused.

“There are many car parks in the county where prices are being held for a further four years – making it eight years in total since any increase.

“One of the main outcomes could see smaller, underused car parks transferred to parish and town councils or local community groups where there is a local desire.

“Charges have also been set on a car park by car park basis to reflect local issues, rather than the countywide system in place before – this was something local people were keen to see. Many parking permit prices are being reduced all over the county, and the council will be looking into trialling new technology in identified areas.

“There was support for first hour free and free after 4.00pm parking schemes in areas where local communities are prepared to fund the service, but people were clear Wiltshire Council should not introduce higher charges or reduce services to fund these changes.

“As a result the council will continue to work with local town councils and business and community groups to discuss opportunities for locally funded schemes to be introduced.”

It has been a busy few weeks for the Melksham Neighbourhood Policing Team, with the summer period bringing an increase in demand alongside the inevitable reduction in staffing as officers take annual leave.

Despite this, the team has continued to prioritise visibility across Melksham and the surrounding villages, balancing our commitment to community engagement with the operational demands we face.

We have enjoyed attending a number of community groups across the town, including the Chatty Café and Men’s Club, both held at Melksham Campus on Tuesdays. These sessions provide a great opportunity for us to meet local residents, listen to their concerns and have informal conversations about what matters to the community.

We were also delighted to welcome members of Steeple Ashton WI, who have very kindly created and knitted an amazing 25 trauma teddies for Wiltshire Police.

  • Trampolinist, 92, and wildlife volunteer win BBC awards

A 92-year-old trampolinist and a wildlife volunteer from Melksham have been recognised for their community contributions at the BBC Radio Wiltshire Make a Difference Awards.

Trampolinist Peter Quinney and Wilts & Berks Canal Trust volunteer Howard Yardy both won awards at the ceremony at Blunsdon House Hotel, Swindon, on 5th September.

Peter is a founding member of the former Christie Miller Gymnastics Club and has been involved in trampolining for more than 70 years.

He still coaches the sport and won an individual over-90 gold medal and a team gold medal at the Portsmouth Gymnastics Adult Championships earlier this year.

Peter received his award in the Active category.

  • Love Melksham – A resident’s love letters to her town

This week my love letter to Melksham is written in the warm, spicy surrounds of the wonderful Refa Tandoori. 

The delicious food and friendly atmosphere make it a great place to host visitors and I have enjoyed sharing this special experience with many friends and family members over the years. 

This evening I’m catching up with a friend here and within seconds of arriving through the door we are greeted with hugs by Hamza, our attentive and enthusiastic host, who seems to know the names, families and favourite dishes of everyone who walks through the door. Hamza is the youngest son of Gias and Lily Uddin, who arrived in Melksham in 1990. Inspired to share their love of Bangladeshi and Indian cuisine with the appreciative people of Melksham, Gias immediately set up a takeaway in the Market Place. Their first week was so busy they sold out by 8pm every night, and the next 36 years have seen the business develop and expand along with the appetite for their excellent food. When their neighbouring Blockbuster video shop closed in 2014, the Refa doubled in size with the new space and has remained busy and bustling since, including regularly sold-out Christmas days full of happy customers.

  • Melksham architecture firm secures third major design award

An architectural practice based in Melksham has won its third major industry award after being named design service of the year at a ceremony in Bristol.

Macey’s Architectural Design & Development Ltd (MADD) received the honour at the Corporate LiveWire Global Awards held at Ashton Gate Stadium in June.

Founded in 2024 by Ben Macey, the firm specialises in bespoke design, heritage refurbishments, new builds and extensions.

Recent projects include the redevelopment of redundant buildings into mixed-use schemes, flood-resilient residential designs, and heritage-led refurbishments.

A column about days gone by in Melksham by local historian Lisa Ellis

The Avon Rubber Layout in 1900

With the current demolition of the former Avon India Rubber Co Ltd factory site, it might be worth noting what the grounds first looked like, with the help of the former chairman.

In 1955, Robert Fleetwood Fuller recorded a history of the factory on the occasion of his 50th  anniversary with the company.

In that booklet was a diagram showing the original layout of the premises when they moved into their new location on Bath Road in 1900.

His description:

“The entrance was adjoining the Flour Mill with the dwelling house of Mr W Higham, Work’s Foreman, just outside the gates. The house had previously been occupied by Mr Margetson (who had recently moved to Beechfield, Beanacre) and was probably originally built in the 15th century, as shown by the Mural painting found behind the 18th century panelling. It was seriously damaged during the Melksham riots of 1739, but restored by Henry Couldhurst whose initials, with the date of 1746, still appear on the water pipes.

  • Fond farewell to surgery receptionist after 35 years

A dedicated receptionist at Giffords Surgery has retired after more than three decades, with the surgery naming a room in recognition of her hard work.

Debbie Gaisford retired on Monday 17th August after 35 years of dedicated service to the surgery, having joined in 1991.

To celebrate Debbie’s work, the practice has named its meeting room ‘The Gaisford Room’ as a lasting recognition of her contribution.

Managing Partner Emma Fletcher said, “Debbie is our longest-serving employee, having dedicated much of her working life to caring for patients and supporting the practice. Her commitment, loyalty and wealth of experience have been greatly appreciated by everyone at the practice. Debbie has seen many changes in primary care over her 35 years but throughout she has remained a constant and familiar face to generations of patients and colleagues.”

  • Day trip to the seaside for Friendship Café 

Members from Melksham’s Shine Friendship Café, which caters for adults with learning disabilities, have enjoyed a day trip to Weston-super-Mare thanks to a community rail group.

A total of 24 members took part in the trip, organised by TransWilts and Great Western Railway (GWR). 

For many it was their first trip on a train, and it is hoped it will give them the confidence to make more journeys in the future. 

The group joined a service at Chippenham for the hour-long journey to Weston-super-Mare. As well as taking in the scenery as they headed west, they also took part in a general knowledge quiz based on facts about the coastal town.

Once at their destination, they made the short walk to the seafront and spent time on the beach, looking around the souvenir shops and enjoying fish and chips.
