Another Campus delay

 WILTSHIRE Council has announced that there will be a further four-month delay to the Melksham Campus project because of an in-house ‘battle’ between project leaders and the planning department.

However, the council says it is ‘still committed’ to building a campus in Melksham and that it ‘can afford’ to build it. And it has now unveiled plans for the campus and is aiming to submit a planning application next month. The council is now hoping to complete the project in 2021 which would be nine years behind its initial planned opening of 2012.

The project hit more controversy earlier this month when just two days before a Melksham Area Board meeting, members were told that there was likely to be an 18-month delay to the campus project and that planned works to build new tennis courts at the Melksham House site this year would not be taking place.

However, at the Area Board meeting on Wednesday 13th February, the deputy leader of Wiltshire Council, cllr John Thomson, blind-sided councillors with the news that the delay to the project was now four months – instead of 18 months – with an estimated completion date of mid-2021, and that the tennis courts would be built by this summer.

Cllr Thomson, blamed the campus delay on an in-house ‘battle’ at Wiltshire Council between project leaders and the planning department.  

Cllr Thomson said that Wiltshire Council’s planning department had raised objections to the campus plans saying they could have a possible ‘negative impact’ on Melksham House, which is a listed building.

However, cllr Thomson said that the ‘battle’ had been won with the planning department and that the campus project would now be moving forward. He also offered reassurance that Wiltshire Council is ‘still committed’ to building a campus in Melksham and that they ‘can afford’ to build it.

After the meeting, chair of the Melksham Area Board, cllr Jon Hubbard, told Melksham News, “The news was significantly more positive at the meeting than we were expecting. So it is hopefully not as bad as we were led to believe. The impression I got before the meeting was that the campus would be opening in 2022. So to hear 2021 was very good news.  

“There was a lot of table thumping at the meeting on Monday – they were surprised at how negative the councillors reacted to the news that the tennis courts were off the table. We expressed in no uncertain terms our annoyance about the non-provision of facilties that had already been promised.

“What happened? Maybe they woke up to the fact that Melksham Area Board councillors had lost all patience with them. I suspect – and I cannot be certain, I can only hypothesize – that because we gave them a hard time and made it very clear that they would get an even harder time at the meeting, the council reprioritised their workloads and made the campus a priority.”

Construction is now expected to start in early 2020, with completion estimated for mid-2021. 

In December last year, Wiltshire Council said that campus plans were ‘still on track’. According to the timeline given in October 2017, construction was estimated to start in July this year, with completion in January 2021.

‘Going off-script’ at the Area Board meeting, cllr Thomson said, “I am equally annoyed about the delays on this project. The delays have been inflicted on me and Melksham by the planning process. The planners have been so unhelpful it has been unbelievable. 

“We moved the main bulk of the actual campus building away from Melksham House, which is a listed building – this goes back to the high cost of converting a listed building and we wanted to separate it from the actual campus – and anybody who had any common sense would think that building a great big tin box next to a listed building is not the greatest thing to do, so we felt there should not be a problem in moving a tin box to create a space between the main campus building and a listed building. 

“But the conservation officers didn’t think that was right. They felt that had a negative effect on a listed building so they then insisted that we did the heritage assessment again, so that was another £8,000 we had to spend to provide that.

“They are also insisting that we link the planning application of the campus and what the future use of Melksham House is to guarantee that something happens to Melksham House, which we are now doing. And this has contributed totally to the delay.

“I have to say that I have had so many meetings and bumped the table and eventually I asked Jane Scott (leader of Wiltshire Council) to call a meeting in our office – all the parties in a room and locked in until a solution was formed – because it’s been bloody ridiculous, absolutely crazy and if I had my way we wouldn’t have any conservation officers, because it is just ludicrous.

“I can’t tell you how frustrating it has been, because it’s literally put us four months behind, for no reason at all.

“We are going to go ahead with the process, the money is there to build it and we have cracked the planning issue so we can get on with it. But it is unbelievable that people within the organisation are stopping us from delivering things that the community wants. Everybody in this community wants a campus, we want to build it, we want to keep Melksham House and make it useable – it’s either going to be used for offices, residential accommodation or a care home, which ever is best for the community.

“It’s been a total punch-up with the planning process. The battle has been won, to be honest, with the conservation officers and planning and I don’t forsee any further problems.”

A public information session about Melksham Campus will be held at Melksham Library on Tuesday 5th March and Wednesday 6th March, 12pm – 7pm.

About the confusion surrounding the campus delay announcement, a Wiltshire Council spokesperson said, “The dates shared at the area board are the exact same dates that were shared at the briefing with councillors, nothing has changed. 

“At the briefing meeting we did discuss the best way to approach the construction of the courts, since some of the courts may be impacted by the Melksham House development proposals. It was agreed that any course of action would need to be discussed with the club, which has taken place.”

  • Young footballers raise funds for club’s 150th anniversary campaign

An under-10s football team has completed three fundraising events as part of a major drive to invest in the future of football in Melksham.

The Under 10 Falcons have raised £1,381 towards Melksham Town Football Club’s ‘Project 150’, a fundraising campaign to improve facilities at the club as it marks its 150th anniversary.

As part of the club-wide effort, each team has been encouraged to contribute.

The Falcons’ fundraising efforts include a cake sale at Seend Church of England Primary School, a 10km run along the canal from Devizes to Seend and a 150km cycle challenge around King George V Playing Field, with each player completing 18 laps (21.6km).

  • Investment pledges open to save historic Semington pub

A campaign to save a historic Semington pub has reached a key stage as residents are invited to pledge how much they would invest in its purchase.

The Semington Community Benefit Society (CBS), formed by residents, is aiming to buy and reopen the Somerset Arms, which has been closed since 2023.

The pledges mark a crucial step in showing whether there is enough community backing to progress with the purchase of the 18th-century pub.

Supporters can submit a non-binding pledge indicating how much they may invest in community shares until Wednesday 3rd June. Each share costs £1, with a minimum investment of £250 and a maximum of £50,000 for over-18s.

Those aged 16 to 18 can invest a minimum of £100. The pledge stage will help the society assess the level of financial support available before making an offer. If the project moves forward, pledges will be converted into formal share purchases.

  • Pathway in Melksham East could be removed

A footpath in Melksham East could be permanently removed as a public right of way due to lack of use after Wiltshire Council backed an order at a recent meeting.

The footpath runs behind properties in Fieldfare Way, linking Skylark Road and Sandridge Road.

At the Western Area Planning Meeting on Wednesday 22nd April, Wiltshire Council supported an order to extinguish the route, citing low usage and the presence of a nearby accessible alternative.

If confirmed, the path will no longer be a legal public right of way. The order will now be submitted to the Secretary of State for Environment, Food and Rural Affairs for a final decision.

The application to close the path was submitted by a local resident in 2024 due to concerns about antisocial behaviour, lack of use and overgrown foliage, including falling trees damaging neighbouring fences. Melksham Town Council and Melksham Without Parish Council supported the application earlier this year.

  • Awards evening at Melksham Town FC

Melksham Town FC rounded off their season with their presentation evening at the club’s Meads of Melksham Community Stadium on Saturday. 

The club’s annual awards were presented at the event for the First Team, Reserves, Ladies, Development, Vets and Under-18 teams.

The awards were as follows: Chairman’s Player of the Season: Mark Cooper. Manager’s Player of the Season: Reserves – Liam Brooks. Under-18s - Callum Kirkman. Ladies – Tilly McVey. Development – Josh Flynn. Vets – Ian Dowell.

Supporters’ Player of the Season: 1st Team – Adam Forster. Ladies – Jade Whale.

Young Player of the Season: 1st Team – Leon Hardman. Reserves – Ben Gingell.

Players’ Player: 1st Team - Adam Forster. Reserves - Aaron Byfield. Vets - Dean Flockton. Ladies - Lily Somers. Development - Jake Dodge. Under 18s - Felix Scott.

  • Melksham woman heads to nationals after bodybuilding success

A local woman has secured a place at a national bodybuilding competition after finishing fifth in her category at a recent event.

Tracy Steel, 53, competed in the over-40s bikini category at the Physical Culture Association (PCA) competition, finishing among a field of more than 100 athletes. Her performance has earned her an invitation to the British Nationals in Telford in October.

“It was amazing, there were 120 other competitors and I was over the moon to get fifth place at my first-ever competition,” said Tracy. “It was very nerve-wracking. I am usually a ‘behind the scenes’ person, so going out onto a stage in front of people was really pushing me outside of my comfort zone.”

Tracy, who teaches boxing at The Contender Gym in Melksham, began bodybuilding around four years ago following a full hysterectomy after a tumour in her abdomen led to the menopause.

  • Family share ‘miracle’ journey of baby born  at 22 weeks 

A Melksham family have shared their daughter’s remarkable journey after she was born at just 22 weeks and is now thriving.

Feebee Slater was born in October 2024 at the Royal United Hospital in Bath (RUH) and spent five and a half months in neonatal intensive care (NICU) in Bristol.

Now 18 months old, Feebee is at home and thriving. Her family said the journey has been “overwhelming” and thanked nursing staff for the care provided.

Feebee’s mum Karla said, “We just want to thank the people that cared for her, but nothing seems good enough. What goes on behind those walls is just incredible. The staff are so underpaid and understaffed.”

A former pub in Melksham has been put back on the market for the third time. The Unicorn Pub on Bath Road is up for sale for offers in the region of £125,000. It was previously listed last year for £222,000 after failing to sell at auction in 2024.

  • Melksham hosts over 400 players for inclusive rugby tournament

Over 400 players from across the country came together at Melksham Rugby Club this month for one of the largest celebrations of inclusive rugby.

The Foundation Cup 2026 was delivered in partnership between Bath Rugby Foundation, Melksham RFC and the Melksham Stags. The event, on Saturday 2nd May, welcomed 14 teams competing across contact and touch tournaments.

Alongside the senior event, the weekend also featured the Junior Foundation Cup, which welcomed over 100 Key Stage 3 and Key Stage 4 young people from schools across Bath and North East Somerset, Somerset and Wiltshire.

Organisers said, “The event provided an inclusive and supportive environment for young people, many with special educational needs and disabilities (SEND), to build confidence, develop skills and experience the sense of belonging that sport can provide.

  • Teenager launches dog treat business to fund Borneo adventure

A Melksham teenager has set up a small business baking and selling dog treats to help fund a once-in-a-lifetime trip to Borneo next year.

Oliver Hancock, a Year 10 student at Melksham Oak Community School, launched Food4Fido as a way of raising money for the Camps International expedition, where he will volunteer and take part in conservation and community projects.

He is aiming to raise £1,300 for the four-week trip.

Through Food4Fido, he bakes peanut butter and cheese dog treats and delivers them by hand to customers in the local area.

Oliver, who also delivers the Melksham News in Bowerhill, said, “I am really excited about going to Borneo for four weeks next year. I am passionate about wildlife so I am particularly looking forward to doing some conservation work whilst I am over there and taking part in community projects with local people.
