Councillors’ concerns over approved plans for 144 houses on land at Semington Road

Councillors’ concerns over approved plans for 144 houses on land at Semington Road

PARISH councillors have reviewed amended plans and reiterated concerns about 144 new dwellings that are due to be built on agricultural land between Semington Road and the A350, to the north of the Hampton Park commercial area.

Plans for the development were approved by Wiltshire Council in 2021 despite strong objections from local people and the parish council. The decision was made in light of Wiltshire Council’s failure to maintain a five-year land supply – which means there is an insufficient number of ‘deliverable sites’ to provide five years’ worth of housing

At the planning meeting at Melksham Without Parish Council held last month, councillors raised and reiterated concerns about the loss of green space and wildlife habitat, the impact of increased traffic to the area and the town’s already stretched resources.

Chair of the planning committee, cllr Richard Wood said, “This is obviously going ahead because it’s been approved but we are still totally opposed and against this whole development. It is in no way sustainable. I raised the sustainability factor but this was ignored when Wiltshire Council gave planning permission.

“One of our main concerns is that it’s just so far for the kids to go to school. Aloeric school is full and if a parent is walking their five-year-old to the new school site at Pathfinder it’s just such a long walk. We need a new footpath somewhere.”

Whilst welcoming the change in housing mix to more smaller units, councillors asked for a traffic management system to be put in place to reduce the potential of traffic speeding along the straight spinal road; they have asked for two bus shelters to be installed with real-time digital information about bus arrival times and departures, proper seating to be installed at the shelters, similar to the shelters at the Bowood development; suitable bin collection points to be created; a fence to be installed between the development and Shails Lane; and for the provision to support and increase biodiversity in the area. They have also requested the inclusion of two affordable accessible bungalows as part of the plans.

Concerns about Shails Lane were raised, with councillors asking for an increase in visitor parking; for contractors to be made aware of the proper entrance points to the development to avoid them ‘persistently accessing the site through Shails Lane.’

Members also reiterated their previous request, following concerns raised by residents of Shails Lane residents for consideration to be given to some form of barrier or gate to be installed at the entrance to Shails Lane, in order to discourage residents from the development and those who use the lane for fly tipping from accessing the lane.

Parish councillors have also asked for a bridge to be created to join the area up with the Bowood View development. They also said, “As previously stated, there is still no provision for a cycle route within the development, despite Semington Road having been designated a National Cycleway (NCN 403) several years ago.”

Cllr Richard Wood said, “We are just not happy with the way this development is set out. We’ll try make it a good now because it is going ahead.”

  • Shining a light on Light Fantastic

Melksham company Light Fantastic is best known locally for bringing the town’s Christmas lights to life, but the business also works on a wide range of other events throughout the year.

From its Melksham workshop, Paul Weymouth and his team prepare lighting, sound and power equipment for weddings, parties, small venues, corporate functions, charity nights and school events. “We try to make every space feel a bit more special,” Paul said. “It doesn’t matter if it’s a village hall or a marquee – the aim is to give it warmth and atmosphere. Our motto is ‘finding a way it can happen, rather than a reason it can’t.’”

The workshop is busy year-round, with lighting units tested, cables checked and coiled, and speakers stacked and labelled for upcoming jobs. Paul describes it as “practical, a bit magical and designed to make ideas come to life.”

While the Christmas lights and other large public events attract attention, much of Light Fantastic’s work happens quietly behind the scenes. Paul said, “A lot of our jobs won’t make headlines, but they matter hugely to the people organising them. We match the right equipment and solutions to each job, no matter the size.”

  • Hundreds of Wiltshire Council services to go up in price

By Local Democracy Reporter Peter Davison

From weddings and burials to pest control and late fees at the library, hundreds of services offered by Wiltshire Council will cost more from April.

In an unusual show of cross-party consensus, Wiltshire councillors voted unanimously on Wednesday 7th January to increase the price of hundreds of services it offers to the public.

Most will be going up by the Consumer Price Index – meaning an increase of around 3.8 or 3.9 per cent. But there are exceptions.

The cost of getting married in an approved venue will rise from £630 to £675 – an increase of 7.1 per cent – if you want to get married on a Thursday or Friday. Tying the knot on a Saturday will go up from £685 to £725 – an increase of 5.8 per cent.

That’s just for the legal services provided by the council and doesn’t include the cost of venue hire at council-owned venues, which varies from town to town.

  • Community transport service helps hundreds of residents

Volunteers at Melksham and District Link supported 530 residents last year, providing transport to medical appointments across the region.

The charity’s figures show its 46 volunteer drivers covered 73,722 miles and made 2,607 journeys, taking 530 clients to 107 destinations. Trips ranged from local surgeries and community hospitals to district hospitals in Bath and Swindon, with a few journeys further afield to Bristol and Oxford.

Chairperson Liz Rowley said district hospitals accounted for over half of all drives for the first time, up 13% on 2024, while trips to community hospitals increased by 47%. “We pride ourselves on operating solely on client donations,” she said. “We do not receive funding or grants, and their generosity allows the scheme to continue making a difference in Melksham.”

Melksham Link offers transport to anyone without other means of getting to appointments. Volunteer drivers use their own vehicles, are reimbursed for mileage, and stay with clients before returning them home.

  • Melksham primary school seeks governors

A primary school in Melksham is seeking dedicated individuals to join its local governing body.

The Manor CE Primary School on Ruskin Avenue is seeking new voluntary governors to join its team. The role involves attending five meetings per year plus visits to the school twice a year to monitor a specific area such as safeguarding, making sure all the children can access the best education regardless of disadvantage or special educational needs.

Felicia Hislop has been a local governor at the school for 1.5 years. She said,

“Being a volunteer governor at The Manor School is honestly one of the most rewarding things I do. It’s a real privilege to be part of something that makes a difference in children’s lives. It’s not just about policies and paperwork; it’s about helping a school thrive and making sure every child has the best chance to succeed.

  • MP welcomes government changes to farm inheritance tax

The government’s decision to change the planned threshold for inheritance tax relief on farms has been welcomed by local MP Brian Mathew.

The government had initially proposed a £1 million limit for full relief. After months of campaigning by farmers across Wiltshire and the country, the threshold will now rise to £2.5 million from April 2026 for inheritance tax bills when farms are passed to the next generation.

Brian Mathew MP said, “I want to pay tribute to the thousands of farmers, many in my constituency who I have been working with, for their tireless campaigning over the last year.

“It is utterly inexcusable that family farmers have been put through over a year of uncertainty and anguish since the government first announced these changes.

“This is undoubtedly a win for farmers and therefore a win for all of us here in Wiltshire who value family farms’ role in food security, protecting our rural environment and providing good local jobs.”
