Parish slates ‘scared’ county council over controversial housing decision

MELKSHAM Without Parish Council has slammed Wiltshire Council in a recent letter, saying the authority is ‘too scared’ to defend local people against housing developers.

In a scathing letter to council chiefs and the local MP, the parish declared Wiltshire an ‘open house for developers’ because the council is ‘too scared’ to pay to fight its own corner.

The outrage came after Wiltshire’s planning committee approved plans for 235 homes between Melksham and Bowerhill recently, despite opposing a similar application in 2014.

The original plan was withdrawn after a council planning officer recommended it be turned down because it would have a ‘significant adverse impact on the landscape’.

Despite the application featuring only 20 fewer houses than the one criticised two years ago, the same planning officer this year recommended approval and the new estate is expected to go ahead on land off the Bowerhill roundabout at the end of Spa Road.

The new plans included permission to build a primary school – one of the selling points of the scheme – but developers will not actually build the school, just leave space and contribute some of the money.

Melksham Without said the plan was deliberately misleading, and scorned Wiltshire Council in a letter sent to planning director Alistair Cunningham, council leader Jane Scott, Michelle Donelan MP and the local press.

The letter read, “The grounds for refusal [in 2014] included building on a rural buffer land and too close to the industrial estate, grounds that still exist today.

“The only difference now is the claim that this development included a primary school and a nursery. This is incorrect as this planning development does NOT include a school or nursery. It provides 1.4 hectares of land and money towards a school.

“The planning officer’s report says ‘it will be necessary to pool this sum with other developments in order to provide the school and nursery’. So the discussions at the planning meeting whether the advantages of getting a school outweighed the objections to the plan were flawed as there is no guarantee that there will ever be a school.

“What happens if there is no other planning application in this area? Does this mean that the land will revert to the developer’s ownership and be developed for housing?

“A member of the committee made the statement that ‘we should approve the plan because if we reject it the developers could appeal and win the appeal which would cost the Council money’.  This was a statement made at a public meeting with developers present.

“So developers can apply to build where they like, all valid objections will be dismissed, they don’t have to contribute towards medical facilities and the plan will be approved because Wiltshire Council are too scared to oppose anything. Wiltshire is an open house for all developers.”

The letter also criticised the council for turning down an offer of nearly £120,000 towards the local NHS after councillors said they didn’t know how to spend the money.

The plan, which will see houses fill the farmland between the town and village, was objected to by the parish council and local residents. Melksham Town Council did not comment.

  • Melksham powerlifter achieves second place in British championships

A powerlifter from Melksham has achieved second place in the British Open Classic Bench Press Championships.

Annabel Moloney competed in the championships in Maidstone on 1st March, where she lifted a personal best of 100 kg, competing against six other powerlifters from the British Isles.

The result means Annabel may now be selected to compete for Great Britain in the World Bench Press Championships in Warsaw in May; the team is yet to be announced.

She is also preparing for the English Bench Press Championships in early April, which could put her in contention to compete for the Commonwealth title.

  • Netball club receives funding boost from housing provider

A housing provider has awarded a £1,000 grant to a women’s netball team in Melksham, helping keep subscription fees affordable.

GreenSquare Accord (GSA) awarded the grant to St Barnabas Ladies’ Netball Club, which trains at Melksham Oak Community School.

The club was created to give women an inclusive and casual environment to enjoy exercise without the pressure of competitive league play.

The donation will fund weekly coached sessions throughout 2026, helping keep subscription fees affordable for local women, including GSA customers who benefit from discounted rates.

  • Students help local wildlife in Big Schools’ Birdwatch

Students at Melksham Oak Community School have been helping local wildlife by taking part in the RSPB’s Big Schools’ Birdwatch.

The birdwatch involves students watching and counting the birds that visit their school grounds or outdoor space before submitting their results to the RSPB.

It takes place during the first half of the spring term and gives young people the chance to participate in a UK-wide citizen science project.

In preparation, students transformed the school’s Outdoor Education Area into a bird-friendly space.

They made bird feeders from recycled materials, created habitats for birds to hunt for invertebrates, cleared litter from the area, and became more familiar with the birds that visit the site. The most commonly sighted birds included robins and blue tits, while some of the more exciting visitors were a trio of mallard ducks, a buzzard, and a very elusive green woodpecker.

  • Clothes Swap returns to Avonside

A popular clothes swap is returning to Melksham on 29th March at Avonside.

The event will be hosted by Swap Society at Doubles and will feature pre-loved clothing being swapped, as well as the opportunity to enjoy coffee and pizza and listen to records.

Organisers Gracie and Meagan said, “Having hosted two successful swaps previously at Doubles, we are back for another slice of the pizza, much anticipated by our swap community. Think coffee, pizza, groovy tunes and new-to-you fashion.

“Two million tonnes of textiles are wasted every year, so clothing swaps are just another way of keeping clothing circular. In 2025, Swap Society saved over 2,000 garments from landfill and is looking to do even better in 2026 with your help.

“Pre-loved fashion is not only more cost-effective but much gentler on our planet; more and more people are choosing to shop or swap second-hand in 2026. Less waste, more you.”

  • Schoolchildren perform at county dance festival

Pupils at a local primary school took part in the West Wiltshire Dance Festival in Bath recently, alongside other schools from across the area.

A group from St Mary’s School Broughton Gifford took part in the event at The Forum in Bath on Tuesday 10th February.

A member of the Friends of the school Charlotte Godsiffe said, “Oak Class gave an absolutely phenomenal performance of their routine which comprised a mash-up of rock and roll and street dance to Rockin’ Robin and Uptown Funk. They showcased amazing moves with musicality and team spirit.

“They represented St Mary’s amazingly. We are lucky to have a secret weapon; their class teacher, Mr Macdonald, is a former professional dancer with the English National Ballet and coached them to deliver such an outstanding performance.”

Melksham History Repeats Itself? 

Looking at the peaceful town now, you wouldn’t know that Melksham was actually a rather rambunctious town — either from an incident at The Bear/Wetherspoons just a month ago or going back more than a hundred.

Several incidents even made national news: the weavers’ riots and the time that a group turned over the famous Gurney steam engine while it was attempting to break a speed record from London to Bath.

Then there were “The Bear Riots”.

The entire event can be best told in the words given in testimony by policeman Isaac Luffman in court about the day that Sir George Jenkinson and his Committee attended the polling at Melksham, much to the annoyance of the Liberals.

“About 5 o’clock in the evening a large crowd assembled in front of The Bear, the house patronised by Sir George Jenkinson, one of the candidates. There was great shouting, and soon after I heard the smash of one of the windows. I got among the crowd and requested them not to break the windows; but from that time until nearly 8 o’clock stones were thrown, occasionally, and in several cases the windows were struck. The stones were thrown from under a dark wall. When a carriage passed, the crowd opened and the people shouted.

  • Concern raised over solar farm connection to Melksham substation

A residents’ group for Shaw and Whitley has raised concerns about plans to connect a proposed large-scale solar farm to Melksham substation. 

Community Action Whitley and Shaw (CAWS) has raised concerns about the Lime Down Solar project at a recent full council meeting of Melksham Without Parish Council.

The group cited fire risk, flooding, impact on biodiversity and increased noise and traffic. It also raised concerns about the cumulative impact of several solar energy schemes on the villages.

The proposed Lime Down Solar Park covers around 1,237 hectares of land between Malmesbury and the M4. It includes solar arrays, battery storage facilities and a 22km cable route corridor through the county to Melksham Substation in Beanacre.

  • Free men’s health programme launching in Melksham

A free men’s health programme is launching in the King George V Park in May.

The course will run for 12 weeks and is designed to boost men’s activity while making friends and learning about health and wellbeing.

The sessions will launch from Melksham Adventure Centre and the Kingfisher Activity Court, starting on Monday 11th May from 6.30pm to 8pm. Activities will include team and racket sports, water sports, gym introductions, plush health coach support and tools to build lasting healthy habits.

Delivered by Wiltshire Council’s Community Sport and Health Improvement Hub teams and partnering with charities such as Man Down UK and Sporting Family Change, the course is coming to Melksham after highly successful course in Chippenham, Corsham and Trowbridge.

  • Community transport funding saved after local concerns

Wiltshire Council has u-turned on plans to withdraw funding from community transport schemes following concerns over the impact to local residents.

In Wiltshire Council’s draft budget, it suggested funding for community transport schemes such as Link schemes could be axed.

Melksham and District Link, administered by Community First, supports elderly and disabled people who are unable to drive to and from medical appointments.

Last year, the scheme supported 530 residents with 46 volunteer drivers covering 73,722 miles and made 2,607 journeys to 107 destinations.

Trips ranged from local surgeries and community hospitals to district hospitals in Bath and Swindon, with a few journeys further afield to Bristol and Oxford.
