Councils join forces to create masterplan for town

Councils join forces to create masterplan for town

MELKSHAM Town Council has agreed to meet with Wiltshire Council to develop a ‘masterplan’ to enhance the town centre.

cllr Phil Alford

Representatives from the two councils, with the support of external consultants, will discuss how to make the best use of publicly-owned sites in the town centre including the Blue Pool, which is set to be demolished after the new campus is opened; and the library, which is set to move to the new campus building later this year.

Discussions could also involve the future of the Assembly Hall building, with one early idea suggesting that it could be moved to the site of the current library on Lowbourne.

The masterplan is the idea of cllr Phil Alford – who is both a Melksham town councillor and Wiltshire Council’s cabinet member for housing, strategic assets and asset transfer – who says this is a ‘golden opportunity’ for both councils to work together and create a vision for the town.

“With the construction of Melksham Community Campus continuing to make great progress, it’s essential that we strategically plan for the future of the town, alongside our partners,” cllr Alford told Melksham News last year.

“The campus will be a fantastic facility right in the heart of the community, but its existence will leave other valued sites unoccupied. Therefore, we want to work together to develop a vision that benefits the people and businesses of the town and the local area.”

Town councillors at last week’s full council meeting welcomed the opportunity to have three town council representatives join the ‘Place Board’ – a committee involving members from both councils and other community stakeholders.

But some councillors had questions.

Cllr Carl Houghton queried how much influence the town council would have on any decisions made by the Place Board, explaining that some town councillors felt ignored when they were invited to discuss the future use of Melksham House, suggesting that Wiltshire Council may have already made up its mind about what it wants to do with the sites.

“The level of influence will come down to what the town council puts into the pot,” said cllr Alford in response.

“If the town council were to say, for example, ‘how about we pick up a site and replace the Assembly Hall, building a new replacement facility on the library site’ – well then the town council is still in the game and has a lot of influence over what happens.

“If the town council were not interested in doing anything like that – well that influence over the decisions, lessens.”

Cllr Alford also offered some reassurance that Wiltshire Council has made no decisions ‘at the moment’ about the future of the town centre sites in question, but added that any decision made will need to be made ‘commercially viable’.

Questions were also raised about the future use of Melksham House, which received planning permission last year to be restored and create a ‘multifunctional and flexible hub’ for the local community.

After cllr Alford told councillors that ‘a couple of organisations’ are interested in taking on the historic building as premises to lease, cllr Saffi Rabey, pressed him to clarify what his comment meant.

Cllr Rabey asked for reassurance that Melksham House “is not going to become a commercial operation” and be under the control of a third party.

“No, I don’t think you will have to worry about Wiltshire Council changing its mind,” said cllr Alford.

“It depends on the nature of the third party – the usage within planning terms has to be a community facility.

“So if an organisation came along, like an arts foundation for example, and looked to lease the whole building and then to use it as a public space – that as I understand it would be fine under the planning terms.”

Three town council representatives were selected at the meeting to join the task group – cllrs Simon Crundell, Pat Aves and Graham Ellis. The first meeting took place online last week.

  • Short film shares Melksham charity’s emotive story

A Melksham-based charity has launched a new short film raising awareness of the vital support it provides to families with critically ill babies and children.

Evie’s Gift was founded in 2018 by Bryan Clover in memory of his daughter, Evie, who was born and raised in Melksham, and died from a brain tumour at just 13 years old.

The charity was established to ensure other families facing a child’s serious illness would receive practical support during some of the most challenging moments of their lives.

The new film was created to tell the story behind the charity and demonstrate the impact its support has on families. It features Bryan alongside Harriet, a mum whose family received support from Evie’s Gift.

  • Primary school hosts celebration of culture

A vibrant culture festival was held at a local primary school recently to celebrate diversity and showcase the rich heritage of its pupils.

Children from Aloeric Primary School created posters showcasing their faiths, cultures, languages, heritage and family backgrounds.

The posters were displayed by continent, giving pupils the opportunity to explore and learn about countries from around the world. Equipped with their own passports, children travelled through the displays, collecting stamps as they discovered more about each nation.

  • Local group has fun with themed session

A singing group in Melksham recently held a ‘Ladies’ Day at the Races’ themed session, giving members the chance to have fun and wear smart clothes.

Members of the Singin’ Group attended their weekly meeting at the Riverside Centre, where they sang horse-related songs, including The Blaydon Races and Delaney’s Donkey. They also took part in a raffle, with prizes and rosettes awarded to the winners.

Any funds raised on the day went back into the group.

“Fun is our mantra,” said organiser Jeanette Nash. “We do various themes throughout the year. We try to vary them as much as possible. For St Andrew’s Day at the end of November, we will have a Scottish theme: tartan. We will wear kilts, sing Scottish songs and eat shortbread."

Battito di un Poliziotto

(Il Vello d’Oro is Italian for The Golden Fleece, the same “Fleece Inn” and located in Shaw on Folly Lane).

Oh those days when we had bobbies on patrol and they knew everyone in town.

I’m not sure I pine for the 19th century, other than being a fly on the wall but those were the days that defined community. Nowadays we rarely know our local police by name and complaints tend to be discussed on Facebook rather than directly dealt with.

Here is just one report of a drunken incident that happened at closing time outside the Fleece.

  • Lions donate raffle funds to air ambulance

Fundraisers in Melk-sham have donated £1,500 to the Wiltshire and Bath Air Ambulance Charity.

The Melksham Lions Club presented a cheque to a member of the charity, Dave Martin, last month.

Funds were raised in the Lions’ annual Easter hamper raffle, where residents purchased raffle tickets at participating businesses to be in with the chance of winning a hamper of Easter treats and chocolate.

Director of the club, Paul Carter, said, “Thank you once again to all the sponsors, shops and of course you the public for taking part.”

  • Love Melksham – A resident’s love letters to her town

Eight years ago, two talented Melksham friends decided to take a leap of faith and create something lovely for Melksham.

Nicola and Sarah, a pair of enterprising artists, had met at the cosy gathering of crafters that started at the Littlebrook Centre in 2017. Inspired to showcase local arts and crafts, they approached the town council for help in using the Market Place for a monthly celebration of local creativity. With permissions and paperwork managed by the town council, they gathered together 11 other crafty people, and on a Saturday in 2019 - despite torrential rain, which meant the market was temporarily relocated into the town hall - the Melksham Makers’ Market was launched.

With Nicola’s beautiful, crocheted pieces and Sarah’s splendid sewing as staples of the market, this relatively small gathering of gazebos full of goodies has expanded over the years to become a regular monthly market of up to 25 stalls of knitted, painted, sculpted, welded, carved and baked goods.

  • Melksham woman’s leukaemia journey inspires charity skydive

A Melksham resident is taking on a 15,000ft skydive to help others facing blood cancer after no matching adult stem cell donor could be found for her during treatment for leukaemia.

Lisa Coldwell is preparing for the tandem skydive on 22nd August at Old Sarum, near Salisbury, to raise money for DKMS, a charity that recruits stem cell donors and supports patients in need of transplants.

Lisa was diagnosed with Acute Myeloid Leukaemia in 2019 and needed a stem cell transplant. However, no matching adult donor could be found anywhere in the world, so she received stem cells from umbilical cord blood donated by two babies in France and Germany.

“It was a bit of a weird one when I had the actual transplant,” said Lisa. “Luckily it worked because if it had not, I wouldn’t have had any options. Essentially, I just feel that there needs to be more people on the database and it obviously costs them, so I wanted to help.”

  • Pupils show support for classmate with cystic fibrosis

Children at a local primary school marked Cystic Fibrosis Awareness Day in support of a Year 5 pupil with the condition.

Pupils at St Mary’s School in Broughton Gifford wore yellow to school recently in solidarity with Sophie Maidment.

To educate her fellow pupils, Sophie gave talks to the rest of the school about the challenges she faces daily, such as taking medication and using a nebuliser.

A member of the Friends of the School, Charlotte Godsiffe, said, “We were enormously proud of Sophie on the day as she self-assuredly gave talks to the rest of the school.
