A done deal? Questions raised over A350 bypass ‘shortlist’

EYEBROWS have been raised about Wiltshire Council’s decision to move forward with only one route option for the proposed A350 Melksham bypass.

Some local residents have suggested that the selected route (10c), to the east of Melksham, around Bowerhill – which was one of 18 consulted on earlier this year – was “the only option that has ever been on the table”.

“I think this decision was made long before all these surveys, what a waste of money,” said one resident. “Lip service, that’s all it ever was.”

Echoing the concerns of local residents, Wiltshire councillor, Jon Hubbard – who is also a town councillor and the town’s mayor – has expressed his surprise at what he describes as the “shortest” shortlist he has “ever seen”.

“Whatever the reasons for this decision,” said cllr Hubbard at a Wiltshire Council meeting last week, “it will create the impression of decisions being made long in advance of the conclusion of the consultation process and the opinions and future contributions of local residents being ignored.

‘Desperately concerned’

“The shame of it, I support a Melksham bypass and, on balance and with the evidence currently available, I think that route 10c is probably the best option. However, I am desperately concerned that whatever happens from this stage on, the credibility of this process will lie in tatters, and it will be much harder to get people to engage, as they will see the whole consultation process as a sham…we should be ensuring that there is a range of options that we are working on, not just one.”

According to Wiltshire Council, they received 1,018 responses to the online survey and 175 written and email responses during the consultation period, which ran from Nov. 2020 to Jan. 2021.

10c – ‘Significantly more popular’

And according to Wiltshire Council’s cabinet member for highways, cllr Dr Mark McClelland, speaking at last week’s meeting, route 10c – which will connect the A350 north of Beanacre with the A350 Semington bypass, south of Bowerhill – was “much more popular” than other routes, and had “significantly more popular support” from the public.

Wiltshire Council confirmed last week that the bypass project will move to the next stage later this month. A second public consultation focusing on route 10c will be launched at the next meeting of the Melksham Area Board on Wednesday 23rd June.

“The focus of the shortlist is option 10c, the long route to the east of the town, and various alignments at the northern end of the proposed bypass,” said a Wiltshire Council spokesperson. “The forthcoming consultation will also look at improving cycling and walking facilities along the route, either in conjunction with the scheme or separately.”

Growing opposition

However, public resistance to the proposed route is already growing, with residents worried about the environmental impact of the bypass and the loss of green space. Some have also suggested that the bypass is a ways and means for Wiltshire Council to build more housing.

“This so-called bypass will be the source of a massive increase in pollution, notwithstanding the environmental damage to the landscape,” said local man Andrew Griffin. “It’s purely designed to enable the building of thousands of new houses on the land it opens up.”

Phil Chipper added, “Wiltshire Council are building the so-called bypass as a feeder to their massive house building programme. 

“Melksham doesn’t need another bypass as the existing one is more than adequate for traffic flows, and there is proper independent surveys that corroborate that.”

However, news of the project’s progress has been welcomed by some, especially those living by the existing A350 in Beanacre, who have long campaigned for help to relieve traffic in the area.

One Beanacre resident told Melksham News, “The traffic is constant, it can take some time to get out of our road. I have a chest condition which has worsened during the past few months. I attribute this partly to air pollution.

“Any of the several proposed options would ease the congestion and improve our quality of life.”

About the decision to progress the project, Wiltshire Council’s cabinet member for highways, cllr Dr Mark McClelland said, “This cabinet decision marks the next step towards a bypass for Melksham that, if approved by the Department for Transport (DfT), would create more reliable journeys and less congestion on the A350, improve safety and reduce emissions, and support economic growth in the area.

“It’s really important that people get involved in the second consultation, which we’ll launch at Melksham Area Board on Wednesday 23rd June, as it will help to shape the outline business case that we’ll present to DfT.

“DfT will then review the outline business case against its criteria and ensure the views of the local community have been properly considered, before deciding whether to proceed with the scheme.

“The first consultation was held predominantly online due to Covid restrictions, but as long as the Government’s roadmap out of lockdown continues to progress, we hope to hold both in-person and online events for this consultation, so that as many people as possible have the opportunity to have their say. We’ll also put displays in Melksham Library so that people can come and find out more about the proposals.

“We’ll be releasing more details soon on how people can have their say on the proposals ahead of the consultation launch at Melksham Area Board.”

  • Fundraising Christmas lights display opens at Sarum Avenue

The fundraising Christmas lights on Sarum Avenue have officially been switched on, featuring the UK’s largest illuminated Father Christmas sculpture.

This year’s lights were switched on on Sunday 30th November and will be on every night in the run-up to Christmas from 5pm to 9pm, with Father Christmas and his elves out every Friday, Saturday and Sunday evening.

Residents have adorned their houses in lights, with some making festive displays to raise funds for the Wiltshire and Bath Air Ambulance Charity; last year the residents raised £16,000 and this year they are hoping to exceed their target with a ‘bigger and better’ display.

New this year is a large, illuminated Father Christmas sculpture, which is 5m high and 5m wide, taking up a footprint of nearly 40sqm and adorned with over 10,000 lights, as well as a set of six-foot homemade candy canes displayed on a resident’s driveway.

  • Bin collections could move to once every three weeks

Rubbish bin collections could move to once every three weeks under a scheme being considered by Wiltshire Council. 

The move comes as the council aims to cut costs, recycle more, and divert less waste to landfill. 

Under the proposals to be considered by the Liberal Democrat administration’s Cabinet on Tuesday 9th December, there would be a weekly collection of food waste – for which some kind of caddy will be provided – and a fortnightly collection of recyclables including soft plastics. 

Removing food waste and plastics from general waste will mean residents’ ‘black bins’ will take longer to fill. 

The council has also confirmed that it is sticking to three bins for households, plus a food waste caddy.

  • Father Christmas starts fundraising journey around Melksham

Father Christmas has started his fundraising journey around Melksham, raising money for local causes.

The Lions Christmas Float is an annual tradition in which Father Christmas, along with his reindeer and a troop of volunteers, travels around Melksham to raise funds for local charities. 

In the past, funds have been donated to Melksham Food Bank, Brain Tumour Research, Wiltshire Mind, Melksham Christmas Lights and Julia’s House.

This year, the float started at Leekes on the weekend of Saturday 29th November, before starting thejourney around Melksham’s streets.

Each evening starts at 6pm and finish around 7.30pm, subject to the weather.

  • Welcome Christmas with an evening of choral music

An evening of music will be hosted by Melksham Choral Society following the Christmas lights switch-on this Saturday, 6th December.

The event will take place at Melksham United Church at 7.30pm, featuring Rossini’s Petite Messe Solennelle.

Tickets cost £15 and are available from Melksham Tourist Information Centre or on the door. The event is cash only.

Organisers said, “Don’t miss this stunning performance of Rossini’s sacred masterpiece. We would love to see you there.”

  • New bells to be installed at Melksham church

A Melksham church is having two additional bells installed, which will be available for the public to view this week before being hung in the church tower.

The new bells will be installed at St Michael’s Church and feature a cypher in celebration of the Coronation of King Charles III. “We currently have a ‘Ring of 8’ bells which will be augmented to become a ‘Ring of 10’ bells,” said churchwarden Peter Maslen.

The bells will be brought into the church at ground level, where they will be on view to the public on Friday 5th December and Saturday 6th December. The church will be open from 10am to 4pm on Friday and 10am to 12pm on Saturday.

  • Melksham Air Cadets left in the dark over building closure

Residents have voiced frustration over the ongoing closure of the 2385 Melksham Squadron Air Cadets building in Bowerhill, which has left local cadets travelling to Bradford-on-Avon for their twice-weekly meetings.

Up to 20 cadets are being transported by minibus or with parents to gather in a single room at the Bradford-on-Avon squadron. Residents say this is not a suitable long-term arrangement due to transport difficulties, lack of space and limited facilities, and they fear numbers are now declining from what was once a thriving squadron of more than 60 young people.

The building at Lancaster Road was closed in February after a safety report advised that remedial work was needed. Members said they were told in March that refurbishment would go ahead and that funding had been set aside.

In August the squadron was told that refurbishment would take place in October/November. But in September, when the contents of the building were due to be transferred to storage, this was cancelled at the last moment and the squadron was told that the building was now closed indefinitely, with no reason given.

  • Melksham organ donor continues helping those in need

A man from Melksham, who donated his kidney to save his friend’s life, is undertaking more challenges to help people in need.

Tim Swinburn underwent a kidney transplant in September to save his friend, Clare Brixey, who was on dialysis, after a kidney transplant she had several years ago was failing. Since the surgery, both Tim and Clare have recovered well and they are now focussing on how to help other people.

On Christmas Day, Tim, who is a support worker for the Salvation Army, will ‘Walk to Work for Christmas.’ He plans to walk 24 miles from his home in Melksham to Booth House in Swindon, where he provides housing and support to people experiencing homelessness. He is raising funds to improve opportunities for the people he supports.

Then in February, Tim is planning a sponsored walk from Southmead Hospital in Bristol to Booth House, Swindon, to raise funds for dialysis machines at the renal unit where he and Clare had surgery.

  • Christmas countdown starts in Melksham this weekend

The Christmas countdown starts in Melksham this weekend with the spectacular Christmas lights switch-on and festive market.

Taking place on Saturday 6th December, the event will see the switching on of the town’s dazzling Christmas lights display and digital tree, installed by the Melksham Christmas Lights Group and Light Fantastic.

Regarded as one of the county’s biggest and best festive events, the dazzling lights display draws thousands of visitors to the town centre and is one of the highlights of Melksham’s annual calendar.

Leader of the Melksham Christmas Lights Group, Paul Weymouth, said, “The Melksham Christmas Lights Group are really excited about this year’s switch-on. We have been working hard getting all the necessary ‘behind the scenes’ kit in place and you can now see pieces going up in town! Looking forward to seeing you all on the 6th.”

From 2pm, the Market Place and Assembly Hall will be bursting with festive treats, including over 40 stalls from local businesses selling food, drink and stocking fillers.
